How to start a garden?

I have a small space of land I set out in my yard that I want to use for gardening veggies and such, what do I do first to get the land ready?

It's currently grassy, how do I get it to that soil look before I plant seeds in? What else needs done before planting?

To start mine I just started hoeing a specific patch outlined with stakes, and I used a simple garden hoe to do so. Keep turning the soil until it becomes less and less grassy, and then rake out the excess.
